Under the approval of National Philosophical, Social and Scientific Programming Guidance Group, the result of examining and commenting of 2007 important project of inviting public bidding in National Social and Scientific Fund announced by National Philosophical, Social and Scientific Programming Department. Professor Xu Qingrui, Academician of China Engineering Institute, as the chief expert and the senior adviser of NIIM, together with Professor Wu Xiaobo, Professor Chen Jin，Professor Weijiang，Professor Guo Bin，Professor Zhang Gang，Professor Cai Ning, Professor Chen Feiqiong, Associate Professor Zhao Xiaoqing, Associate Professor Shou Yongyi, and Doctor Zheng Gang as the main group members, applied the project which named “From Second Innovation to Open and comprehensive Innovation------Analysis of Independent Innovation Way of Chinese characteristic” and received high appraisement and agreement which regarded as the milestone of NIIM applications. And this signified that the capability of scientific study in NIIM have reached a new level.
