Undertaken by “Innovation management & Sustainable competitiveness” national philosophy and social sciences innovation base and hosted by Professor Wei Jiang, the "Research for the basic content, index system of innovative cities and  the realization degree in Hangzhou" recently received acceptance and  high praises from economy and management experts who were from departments of provincial Soft Science Institute, Hangzhou University of Electronic Science and Technology, Zhejiang University of Industry and Business, the Urban Development and Reform Commission, the Municipal Science and Technology Bureau, City departments, etc. Experts suggested in union to hand over the achievements to government for examining and instruction so as to offer reference in policy making for the construction of innovation city of Hangzhou.

    This study consists of 5 parts: In the first part, it overviews the current research conditions of innovative cities and proposes the defination of the content and characteristics of innovative cities. In the second part, it makes a conclusion of the experiences of current innovative city construction  and makes a comparison between domesitic and forgein so as to offer references for the innovative construction of Hangzhou. In the third part, it designs a comprehensive evaluation index system and a core evaluation index system and uses them to evaluate national representative cities including Hangzhou. In the forth part, it concludes the innovation realization degree of Hangzhou and finds out the root reasons that caused the advantages and disadvantages. In the last part, based on scientific development, it proposes key direction and policy recommendations for further innovation-oriented city construction of Hangzhou. Experts team carefully listened to the report given by Professor Wei Jiang and in union they agreed that: 1. this project is right in time which is necessary, good purposed and with a strong forward-looking. The discussion team's  timely conducting the study is good for recognizing the status of Hangzhou's innovation-oriented city construction and for realizing construction objective theoretically and practically; 2. The research is broadminded and well targeted. The proposed polices is practical, focusing and have a good reference value 3. The proposed index system is justified, logical, scientific, rational and workable. what's more, using the index system to make comparisons among 20 cities was the first excellent report in this area which is so heavyweights and is strongly supported by datas. 3. The  results  of the research achieves the  goals settled and requirements and manifests a good application prospect. The experts agreed in union to let this report pass acceptance. They also  suggest to  hand over this report to CPC Committee and the government for policy-making reference.

   After the acceptance, Hangzhou Development and Reform Commission, Hangzhou Municipal Committee's research office and Hangzhou Technology bureau all expressed their thanks for the excellent job of the discussion group and also expressed their interests in further cooperation. They hope the discussion team could make more contribution to innovative city contribution of Hangzhou.
